Cross-public-sector collaboration promises a lot, but still relies more on determined local champions than on the way the system is set up.
Despite One Public Estate showing what’s possible, too many projects stall in departmental funding silos, slow approvals, or unclear accountability. As one respondent put it: “Trying to do a deal took five years because no one could take an overview.”
Unlocking the public estate requires shared governance and pooled capital, so councils, NHS bodies, blue-light and other partners have both the structure and the means to act together.
